Regulatory ‘tough love’ needed for BT’s Openreach

BT Openreach’s failure to invest in broadband infrastructure closely mirrors BT’s failure to invest in new fibre optic trunks in the early 1990s. Ofcom needs to consider the regulatory solution which its predecessor Oftel successfully applied to that problem in 1992.
